Hydrology Project Phase-II

PROJECT BACKGROUND

Hydrology Project-I (HP-I) was taken up to develop Hydrological Information System (HIS) by creating facilities and standardized procedures for data collection, data compilation, processing and data storage for data use. HIS was established in nine states, viz. Andhra Pradesh, Chhattisgarh, Gujarat, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Orissa & Tamil Nadu and six central agencies- Central Water Commission (CWC), Central Ground Water Board (CGWB), Central Water & Power Research Station (CWPRS), India Meteorological Department (IMD), Ministry of Water Resources (MoWR), National Institute of Hydrology (NIH). HP-I was implemented during 1995 to 2003 for Rs. 605.28 Crore. Activities accomplished during HP-I were the establishment and improvement of Data Collection Network; Data entry, validation and storage system; Computerized data banks; and Availability of Metadata (Catalogue of data). During implementation of HP-I, 916 river gauge stations, 7889 observation wells and 436 hydro-meteorological stations for collecting data on qualitative and quantitative aspects of both surface and ground water, 390 Data Centres and 28 Data Storage Centres equipped with specialized hardware and software for data processing, storage and reliable data communication were established. Further, the following software were developed under HP-I:

·         Surface Water Data Entry Software (SWDES), Hydrological Modeling System (HYMOS) and Water Information System for Data On-line Management (WISDOM) for Surface Water

·         Ground Water Data Entry Software (GWDES), Groundwater Estimation and Management System (GEMS) and WISDOM for Ground Water

Hydrology Project Phase-II

Hydrology Project-II (HP-II) is the follow-up of HP-I. The EFC was approved on 22nd June, 2005 and the Cabinet Approval was obtained on 6th October, 2005. The Project started on 5th April, 2006 and the Project has closed on 31st May, 2014.

HP-II is being implemented in 13 States namely; Andhra Pradesh, Chhattisgarh, Goa, Gujarat, Himachal Pradesh, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Orissa, Puducherry, Punjab & Tamil Nadu and 8 Central Organizations namely; Bhakra Beas Management Board, Central Ground Water Board, Central Pollution Control Board, Central Water Commission, Central Water & Power Research Station, India Meteorological Department, Ministry of Water Resources & National Institute of Hydrology

  The objectives of Hydrology Project-II (HP-II) are:

·         To extend and promote the sustained and effective use of HIS by all implementing agencies concerned with water resources planning and management both in public and private thereby contributing to improve productivity and cost effectiveness of water related investments in 13 participating States and 8 Central agencies.

·         To extend HIS to the four new state agencies of Goa, Himachal Pradesh (H.P.), Pondicherry and Punjab and two central agencies Bhakra Beas Management Board (BBMB) and Central Pollution Control Board (CPCB).

·         Strengthening the capabilities of implementing agencies at state/central level in using HIS for efficient water resource planning and management;

·         Awareness building and outreach services about HIS use.

 

The project is divided into three components as below:

I. Component-I – Institutional Strengthening. This component would comprise three sub-components, namely:

(i) Consolidation of Hydrology Project-I activities in the HP-I states;

(ii) Awareness raising, dissemination and knowledge sharing; and

(iii) Implementation support. II.

II. Component-II – Vertical Extension. This component encompasses all those activities which would enhance the use of Hydrological Information System (HIS) and demonstrate real hydrological data applications for future replication. Sub-components include:

(i) The development of hydrological design aids,

(ii) The development of decision support systems; and

(iii) Implementation of purpose-driven studies.

III. Component-III – Horizontal Expansion. Under this component, there are following 4 sub-components for implementation in 4 new states:

(i) Upgrading/ establishment of data collection network;

(ii) Establishment of data processing and management systems;

(iii) Purpose-driven studies; and

(iv) Training.

 

PROJECT COST

The total estimated cost of the project is Rs. 631.83 Crore (US $ 135.01 million) out of which World Bank funding is for US $ 104.98 million in the form of IBRD loan and the balance amount is being funded by Govt. of India. The Loan Agreement between Government of India and the World Bank was signed in January 2006. 

 

ACHIEVEMENTS AT A GLANCE:

The major achievements can be summed up as:

·         Moved From Manual Data Collection to Real Time Data Acquisition System

·         From Desktop Data Management to Web-based Data Management

·         Collating Data into Analyzed Information for Decision Making through Decision Support System (DSS) Planning, Hydrological Design Aids (HDA), Purpose Driven Studies (PDS) etc.

·         Up gradation to real time flood forecasting and reservoir operation systems through development of Real Time DSS (RTDSS), Real-Time Stream Flow (RTSF) & Reservoir Operation System (ROS).

 

PROJECT OUTCOME

The broad outcomes of the project are as follows:

·         Improved data accessibility for exchange among the Implementing Agencies.

·         Improved tools for water resources planning and management.

·         Improved data systems & tools for management of tools and droughts.
