DIVISIONAL HEAD: SR. JOINT COMMISSIONER/ JOINT COMMISSIONER/ DIRECTOR (Indus)/ I.T. SECTION:

(i)       Matters related to Indus Waters Treaty 1960

• Tours of inspection and meetings of Permanent Indus Commission.
• Work in connection with Secretary level meeting with Pakistan for talks with Govt. level.
• Collection and supply of data to Pakistan –

  maintenance, updation and up gradation of data base management applications for Gauge and discharge data of Indus basin rivers.

Ø         supply of daily Gauge & Discharge data of all observed  sites (280) of Indus Basin rivers to Pakistan

Ø         supply of Irrigated Crop Area Statistics for the Western Rivers of Indus Basin for Kharif and Rabi seasons on Village wise/ Tehsil wise to Pakistan

Ø         communication of Flood warning messages to Pakistan from 1^st July to 10^th of Oct every year on river Jhelum, Chenab, Jammu Tawi, Ravi, and Sutlej.

Ø         Supply of Information of Hydro Electric (H.E.) & Storage Projects on Western Rivers as per Treaty, data collection from projects, analysis of consistency, review & supply.

• Analysis of data from Pakistan

Ø         analysis of Water Statistics based on daily data for about 350 sites related to the rivers of the Indus Basin received from Pakistan Commissioner every month.

Ø         various studies in different river reaches of Pakistan

• Dealing with issues raised on projects from Treaty angle from time to time.  Currently active:

  Tulbul Navigation Project.

  Baglihar H.E. Project.

  Kishenganga H.E. Project.

Ø         Uri – II H.E. Project.

Ø         Other Projects.

Ø         River Training works on river Ravi.

  Interaction with Pakistan Commissioner on matters related to implementation of Treaty; also with L&T, PAI Divisions of Ministry of External Affairs on these matters and policy issues.

• Clearance of projects of Indus Basin from Treaty angle.
• History of Irrigation in Indus Basin – works related to Report of International Commission on Irrigation and Drainage.
• Meetings related to review of progress of Projects in J&K etc. from Treaty Angle and other matters arising from time to time.
• Works related to Committee for preparation of Master Plan for Western Rivers.
• Works related to Committee for optimal utilization of waters of Eastern Rivers.

(ii)

• Ravi & Beas Waters Tribunal – Consideration  of  Report,  filling  up  of vacancies of Member, Registrar and other such posts as referred by the    Tribunal and other matters concerning the Tribunal.
• Sutlej-Yamuna Link (SYL) Canal – Works related to its implementation, court cases, meetings, funding and release of grants-in-aid.
• Water related issues among Punjab, Haryana and Rajasthan – Restoration of 0.6 MAF of Rajasthan’s share of surplus Ravi Beas waters, Transfer of Control of Headworks at Ropar, Ferozepur and Harike , BML-Hansi Branch- Butana Branch Multipurpose Link channel, court cases thereof etc..
• Central Assistance for emergent counter protective works of rivers Ravi and Sutlej, works related to the Monitoring Committee thereof.
• Matters relating to the progress of Indira Gandhi Nahar Project, Indira Gandhi Nahar Board and filling up of Financial Adviser’s post.
• Matters relating to Bhakra Beas Management Board – references received under Rule 7 of the BBMB Rules, issues such as installation of G&D sites etc. of the Board needing interaction.
• Northern Zonal Council meetings relating to Indus Basin matters.
• Resettlement of Pong Dam oustees – High Level Committee and Sub-Committee meetings, interaction on related matters including court cases with Beas Construction Board and Ministry of Power.
• Miscellaneous matters of Thein (Ranjit Sagar) & Shahpurkandi Dams, related to sharing of Ravi Beas waters or as referred to by the State Governments/BBMB etc

(iii)

• Upper Yamuna River Board and Upper Yamuna Review Committee

  All administrative and other matters concerning functioning of the Upper Yamuna River Board.

  Meetings of Upper Yamuna Review Committee

  Follow up action of Yamuna Water Accord.

• Lakhwar Vyasi, Kishau Dam, Renuka Dam and other projects in Yamuna Basin upto Okhla
• Tehri Dam and Ganga Development upto Haridwar.
• Matters related to Raw Water Supply to Delhi.
• Matters related to Yamuna Standing Committee up to Okhla including Delhi flood control.

(iv)     Drought Management

• Meetings of the Task Force of the Ministry of Water Resources.
• Interaction with the Ministry of Agriculture on the matters related to Drought Management in the country.

(v)

• Coordinating matters related to Urban/ Rural water supply, industrial water supply and sewage disposal.
• North Western India Drainage project, limited to

Ø      Ghaggar Standing Committee, Ghaggar matters

Ø         Goverdhan Drain, Sahibi Committee

(vi)             Matters related to implementation of RTI Act, 2005 on all the above.
